How much should go toward clean-running school buses? How much toward trucks? Or transit? And in what parts of the state? And what about peeling off a portion for electric vehicles and associated infrastructure?
The state doesn’t have free rein in spending the money, part of a nearly $3 billion settlement to remediate the extra nitrogen oxide emissions that resulted from the automaker’s cheatin' ways on emissions tests — by and large, the money has to go toward replacing old and dirty heavy-duty diesel vehicles with newer models that are 95 percent cleaner.
