How to Build a Retrofit Project
Step 5: Consider Implementation IssuesThere are numerous implementation issues associated with diesel retrofit programs. Each program will have specific issues and challenges that must be addressed. However, common categories of issues are summarized below. Legal Issues – A host of legal issues may need to be considered including: contractual arrangements with recipients of funds, application processes, selection processes, program requirements, oversight process, and enforcement. There may be different types of requirements in each of these areas depending on whether the program is voluntary or regulatory. Management Issues – How will the program be managed? This could be done within an existing organization or by creating a new structure to manage the program. Activities include processing applications, developing guidelines, issuing contracts, developing criteria for funding, developing tracking and reporting requirements, managing funding, compliance with granting agency requirements, and operating requirements. Funding Issues – A funding plan may be needed in order to assess how many retrofits can be done in the timeframe for fund expenditure. Also, granting agencies have different requirements that will need to be addressed. For example, there are often limits on how much funding can be used for management and program administration. A program budget should be developed and should take into account all costs necessary to run the program. It may also be necessary to make assumptions about future funds and consider whether the program is a one-time effort (e.g., retrofit 200 pieces of equipment vs. retire 3,000 trucks) or if it is intended to be operational over a period of years.
