School will be starting soon and 24 million children ride school buses daily to and from school every day in America. Those children will benefit from safe, reliable and energy-efficient transportation on clean diesel school buses.
The modern yellow school bus powered by today's diesel engines is the right choice for student transportation, and clean diesel will continue to make school transportation safe and reliable as federal clean-air rules tighten and advanced technologies are utilized. The National School Transportation Association recently received funds from the Diesel Emissions Reduction Act (DERA) for school bus related projects. The improvements will include vehicle replacements, installing diesel oxidation catalysts on vehicles and/or the addition of anti-idling technologies to cut diesel emissions.

While the Block Island Power Company (BIPCo) has suffered major equipment troubles it has also installed a new prototype Caterpillar generator that complies with Tier 4 emission standards. Tier 4 is being rolled out over the next five years and has stricter controls on particle emissions. The new regulations call for approximately 90 percent reduction of nitrous oxide (NOx) and particulate matter.
All of BIPCo’s generators will need to comply with Tier 4 regulations by the spring of 2013. To meet the new regulations all of the generators will need to be replaced or modified, unless a cable to the mainland is installed. The new generator is one of the first of its kind to be tested in the U.S., said McGinnes. It was installed by Caterpillar and is being monitored by its engineers.

Johnson Matthey Delivers First EPA Verified On-Road SCR+DPF System for NOx Reduction

EPA has verified DTF member Johnson Matthey’s SCRT system for 1994-2002 MY, non-EGR engines. It is the first on-road SCR + DPF system verified and it's verified for 70 percent NOx reduction. The SCCRT System for 2002-2006 MY EGR and non-EGR engines should come later this year. This product will help support retrofit programs in states where mobile NOx emissions need to be reduced, like Texas, California and other ozone non-attainment areas.

America’s State Legislatures, County Officials and Mayors Ask Congress to Reauthorize Diesel Emissions Reduction Act

Cited as one of the few actions that will have immediate environmental benefits in all 50 states, the national organizations that represent America’s state legislatures, county officials and mayors endorsed the Diesel Emissions Reduction Act (DERA) and requested that Congress reauthorize the program for another five years.

Los Angeles Harbor, University of Houston, Puget Sound Clean Air Agency, University of Houston and South Coast Air Quality Management District are recipients of $5.6 million in awards for emerging technology projects to help reduce diesel emissions.
The announcement is of special interest in that it awards important funding for emerging technologies that reduce emissions of nitrogen oxides (NOx). With the upcoming announcement by EPA of new clean air standards for ozone, additional and emerging solutions for reducing these emissions will be of even greater importance. More than 600 counties throughout the nation face the distinct possibility of being in violation of the new air standards.

California to Take More Time on Diesel Regulations

The California Air Resources Board is postponing consideration of regulatory amendments until November and will be scheduling additional workshops in August/September to discuss the emissions inventory and proposed amendments to the Truck and Bus, Off-Road, Tractor-Trailer GHG and Drayage Truck regulations. At the most recent round of workshops on the same subject, stakeholders requested additional time to review and comment on the following:
- Details of planned emissions inventory updates for trucks and off-road vehicles,
- Specific draft regulatory language,
- ARB’s revised report on fine particulate matter (PM2.5) mortality estimates, a draft of which will be released later this summer, and
- Proposed changes to the Drayage Truck Regulation.
Due to the pending amendments to the truck and bus and off-road regulations, several requirements have been postponed:
- On February 11, 2010, ARB issued a delay of the off-road regulation's retrofit and turnover requirements pending further notice.
- The truck and bus regulation reporting originally required by March 31, 2010, has been delayed until early 2011.
- The truck and bus retrofit and turnover requirements (scheduled to begin January 1, 2011) will also be extended.

Biodiesel usage has grown significantly in recent years and many states are considering legislation or programs to promote renewable fuels as a means of reducing U.S. dependence on fossil fuels. As the first state to implement a biodiesel mandate, Minnesota had its share of problems. Many of these have been overcome, yet additional challenges remain, as evidenced by Massachusetts’ recent decision to postpone its mandate in favor of a voluntary program.
Renewable fuels, including biodiesel, will play an important role in the pursuit of greener transportation solutions. Biodiesel usage can and will continue to grow, however efforts to promote its use can be complicated. Tennessee - The state has over 8,400 school buses in service. In 2008, state agencies partnered to launch the School Bus Pilot Diesel Retrofit Project. The program will provide $1 million in competitive grant funds to retrofit diesel engines in older school buses.

Pennsylvania - Pennsylvania’s school bus fleet of nearly 30,000 provides transport for over 1.5 million students on a daily basis. Many Pennsylvania school buses were retrofitted to reduce emissions as early as 2004 and today the Pittsburgh Healthy School Bus Fund is providing full retrofit funding for school buses at no cost to school districts or school bus contractors.
